New Delhi, 4 May 2018, Dr. Udit Raj, National Chairman of the ‘Confederation of Scheduled Castes and Scheduled Tribes organizations’ said that "The problem of the Scheduled Caste and Scheduled tribe is being seen in the circumstances which have hardly connect with the ground reality. The need of the hour is to address the aspirations and grievances of these communities which got expressed in the massive protest across the country on 2nd april 2018. Dr. Udit Raj deplored the outlook of intelligentsia and other responsible sections in the society as far as the real issue of these communities are concerned.
On 2nd April 2018 the way the Dalits and tribal’s expressed their anguish and feeling across the country, it has become very obvious and explicit that the expectations and aspirations are different. They did not rise to the occasion to ask from the so-called upper caste or those who are in position to empower them that, they needed to have meal and dining together. The real question is why the Dalits and tribal’s were so upset on April 2? Immediately before the mega outbreak, two major incidents were responsible for this precipitation like 20th march 2018 Supreme Court Judgment with regard to “Scheduled Castes and Scheduled Tribes Prevention of atrocities Act 1989” and other one in respect of Roaster point in teachers recruitment in universities. On March 20th, 2018, the Supreme Court's decision says that the arrest under the “Scheduled Castes and Scheduled Tribes Prevention of atrocities Act 1989” can happen only if the senior police superintendent (SSP) in the matter of the public and the appointing authority in the matter of employee gave complaint in writing.
Earlier, another decision came from the Supreme Court and it was stated that the university would not be considered as an entity and the department would be considered for implementing the reservation. This has resulted in the elimination of almost reservation in teacher recruitment. For example, in Tamil Nadu Central University, 65 posts were advertised for the recruitment in which only 2 OBCs have been recruited, while the rest general category teachers were recruited. At this time, most universities and colleges are in the forefront of how to advertise the pending posts over the years and be filled up at the earliest. They fear that the old system might come back again. The mood of Dalit has to be gauged that why are they broken and disillusioned with the system and obviously continuous dilution of their rights and dignity in the hands of judiciary, executive and academia and captains of economic pursuits. When these deprived classes have realized this, can they now be lured by eating food at home or sitting at par. Now we have to understand that their aspirations have become something else, and are not the same as the 1980s or 1990s.
Dr. Udit Raj further said that this is an opportunity that the country will have to think about their subject and discussions in this background. The government-run campaign that MPs and MLAs should go to Dalit dominated villages and get them appraised of government schemes should be welcomed. Any social or political person is free to mix food or any other kind with any society, and there is no point in opposing it, but can it misled the deprived by these acts to now? Only the government and the political people have not been contracted to worry about this big issue. Now that the qualitative changes are being seen, the reason is that they should be given reservation in the private sector. The way in which jobs have ended due to contractual and outsourcing, there should be a ban on it and again the special recruitment campaign should be started. To fulfill the dream of creating ‘an India-the best India’, then the relationship of Roti-Beti (food-Daughter) should be started for ending the caste system. Baba Saheb Dr. Ambedkar had struggled his whole life to establish a caste free society, it was not only for the lower caste people but for the society as a whole. Exclusion of Dalit and tribal women and men from progress of the country will never lead to the progress of the country.
Dr. Udit Raj appealed to the government that the dalits who have been sued in the April 2 Movement should be returned. When the lawsuits made during the Jat and Patel movement can be withdrawn then the litigations raised on Dalits can also be returned.
